If you have missed your first badge the Jailbird in cell 15. To get the badge you have to be level 25. You need to go to Ourobros Portal (use a friends) get the badge at 542.6 868.7 -767.9 (to get that type /loc) and then then the contact "The Pilgrim" will give you missions.
