As you know, the fitness set includes the following:
Swift- Slightly increases your running speed. This power is always on and costs no endurance.
Hurdle- Slightly increases your jumping height. This power is always on and costs no endurance.
Health- Increases the rate in which you regenerate. Also increases your resistance to sleep effects. This power is always on and costs no endurance.
Stamina- Increases the rate in which you recover. This power is always on and costs no endurance.
The Fitness set is a must for Dominators, Corrupters, Stalkers and Masterminds(Brutes will tend to have attacks in their second powerset that include powers with similar effects anyway).
The set should be in your interest by at least level 10, but how do you acquire this set at a decent level while still building up on your first and second powersets? Well..the answer isn't that hard to come by. When you first make your new character(or if you haven't done so already), take note of all the future powers from both powersets you have or will soon have access too.
Try to divide them between the ones that are a must(by your playing style, etc.) and the ones that you can spare for a few levels. Remember, you are able to acquire Stamina at level 20 the earliest, so you may want to choose swift/hurdle and health between levels 8-18(respec is also a later option) if this is your goal. During the late days of your villains career, if the Fitness Pool is slotted properly, it will make your life easier.
Not choosing the Fitness Pool wont devastate you, but it will make it extremely difficult to keep multiple toggles on and stay in the battle.
