The purpose of this guide is to provide a more lvl by lvl freindly approach to finding and obtaining Temporary powers for your villian character. All information was gleaned from ParagonWiki's excellent article on Temporary powers http://paragonwiki.com/wiki/index.php/Temporary_Powers
I merely tried to reorganize it into a more easily acsessed format. I hope it helps all my fellow villians who suffer from shiney envy to obtain the goodies that might have otherwise been lost.
MISSION POWERS:
Infected Anti-Serum (Contact Doctor Creed lvls 5-9) mission: Doctor Creed's Field Test last only 15 min. melee, effects only infected causing explosive reaction.
Loa Bone (Contact Mr. Bocor lvls 5-9) mission: Retreive Loa bone, has 5 uses summon zombie.
Summoning Amulet (Contact Billie Heck lvls 5-9) mission: Defeat 3K Kelvin and guards, has 5 uses summon fire imp.

Stolen SMG (Strike Force Operative Renault TF lvls 25-29 30+ Malefactored to 30) mission: Retrieve Weapons in TF (5th mission)

Demon Box (Contact Hardcase lvls 30-34) mission: Defeat Pandora and Minions, 3 uses, effects vary by origin, non-magic origin get "Tar Patch" whereas character with magical origin get Summon Wailer.
Enchantment of Serafina (Ice Mistral Strike Force TF 35-40) complete strike force to obtain, 10 uses, Point Blank Area of Effect Ally +Resist(Psionic), +Damage(Psionic)
Psionic Activator (Contact Psymon Omega lvls 30-34) mission: Defeat Aurora Borealis and allies, 20 uses, Foe Stun ? (debion reads- When used on victims of Rikti experimentation it activates their latent psychic powers but causing them to fly into a blind rage and attack your nearest enemy)
Soul Trap (Contact Mage-Killer Zuhkara lvls 35-40) by accepting any of these missions: Test the soul trap, Scour the streets, Vanquish Senestrus, & Trap Lilitu's Soul.
Provides 10 uses, Moderate Damage(Energy), Ranged, Foe: -Endurance Special vs. undead.
Void Hunter Rifle (Contact Psymon Omega lvls 30-34) complete 2 missions: Interrogate troops, & steal weapon. It has 10 uses, Negative energy, Rngd Foe

Creeper Seed (Contact Vernon von Grun lvls 45-50) accept any of these missions to gain power : Help Vernon von Grun implement his mad plan to destroy Paragon City, Place Vernon's growth bombs in Eden, Get Vernon's schemes back on track, & Help Vernon undo the terrors he has wrought, after talking to Arbiter Daos. 3 uses, Summon Plant Beast.
Force of the Earth (Contact Vernon von Grun lvls 45-50) mission: Defeat Zenflower and free the Devouring Earth from her control, 5 uses, Ranged (Targeted AoE) Foe Confuse
Hamidon Essence (Lady Grey task force SF 45-50) To obtain this temporary power, you must be the leader of a team that completes the Stop Hamidon Raid mission during The Lady Grey Task Force. You must defeat the Weakened Hamidon to receive this power. duration 2 weeks or until task force completed.You have tapped into the power of the Hamidon. Channeling this force enables your powers to effect transdimensional entities.
Orestes Rifle (SF 45-50) To obtain this temporary power complete the second mission of the Lord Recluse Strike Force. last 5 hours, Nullify Ms. Liberty's powers.
Tranquilizer Darts (Contact Vernon von Grun lvls 45-50) mission: Subdue in-fighting Devouring Earth, 10 uses, Rngd. Foe -SPD, -Recharge, -Recovery
Vial of Bees (Contact Vernon von Grun lvls 45-50) mission: Investigate Devouring Earth attack on Arachnos base, 3 uses, Summon Bees
SNAKE-B-GONE (Contact Operative Grillo lvls 45-50) mission: Speak with Terrence Dobbs, Rngd. Foe Stun, Only affects Snakes, and will instantly destroy Snake Eggs. "Ineffective" appears when used against other enemies.
INVENTION POWERS:
These powers start as Invention Recipes and are transferable until recipe is crafted using invention salvage at that time becomes non-transferable temp. power.
St. Louis Slammer - to craft requires 500 infamy, 1 Thorn Tree Vine, and 1 Luck Charm. Does Melee Smash, Med Dam, Knockback (30 uses)
Gabriel's Hammer - to craft requires 500 infamy, 1 Steel, and 1 Thorn Tree Vine. Does Melee Smash, High Dam, Knockback (30 uses)
Revolver - to craft requires 500 infamy, 1 Polycarbon, and 1 Boresight. Does Ranged Lethal, Med Damage (30 uses)
Ethereal Shift - to craft requires 10,000 infamy, 1 Alchemical Gold, 1 Living Tattoo, and 1 Rune. Does Ethereal shift - Self Intangible: You are intangible, and cannot affect or be affected by those in normal space. Once activated, you will remain shifted for 30 seconds. You cannot rest on the Ethereal Plane. You may use this ability 5 times.
Special Event Powers:
These powers were left out as not all events are repeated annually and bear ongoing special attention better sought elsewhere.
Player vs. Player Zone Powers:
Bloody Bay
Hyper Stealth:To obtain this temporary power, complete the Patrol Bloody Bay mission. This power can be gained up to five times, once for each time a Bloody Bay patrol is done. If you already have the power, it will not be replaced with a new one, nor will you gain a second copy of the power and you will lose an opportunity to gain the power. 30 minutes of use,
Toggle: Self Stealth Self +Defense, -Speed
Ore Extractor: To obtain this temporary power, talk to the Evil Scientist near the Arachnos flier. Used to obtain 6 raw meteorite ore samples, which must then be refined at a firebase after defenses are destroyed. Prototype Element Salvage can be used to replace 1 raw ore sample .When refined ore sample is returned to Evil Scientist you are rewarded with a Shivan shard.
Shivan Shard: 5 charges, Summon Shivan Decimator NOTE: This power will not activate while using a flight power.
Siren's Call
Combat Invisibility: To obtain this power, complete the Patrol Siren's Call mission from Warzone Agent Brinson or Warzone Operative Massey. Combat Invisibility has a total of 30 minutes usage time. This power can be gained up to five times, once for each time a Siren's Call patrol is done. If you already have the power, it will not be replaced with a new one, nor will you gain a second copy of the power and you will lose an opportunity to gain the power.
Villains may buy a selection of temporary powers for 10,000 infamy each if their side is in control of the zone.
These powers may be purchased by both Heroes and Villains:
EMP Glove: 10 uses, Ranged Energy Damage Foe -Endurance
Jaunt Initializer: 30 minutes, Self Teleport
Low-G Pack: 30 minutes, Self Long Jump
Raptor Pack: 30 minutes, Self Fly, -Accuracy
Web Grenade: 1 use, Ranged Foe Immobilize, -Recharge, -Fly
These powers are only available to Villains, and only when they have won zone control twice in a row:
Arachnos Mace: 30 minutes from purchase, Melee, High Smashing/Toxic Damage
Kinetic Shield: 30 minutes of use, Toggle: Self: +Defense(Smashing, Lethal, Energy)
Smoke Bomb: 10 uses, Ranged (Target Area of Effect), Foe: -Perception, -Accuracy
Venom Grenades: 3 uses, Ranged (Target Area of Effect), Lethal/Smashing Damage,
Toxic DoT, Foe: -Resistence(All), -Defense
Warburg
Biological Mutagens: To obtain this temporary power, complete the Missile Launch Mission in Warburg.This strike widely disperses beneficial mutagens. Friendly characters in the area of effect gain an increase in regeneration and damage abilities. You may only use this ability once.
Point Blank Area of Effect: Ally +Regeneration, +Damage (+150%)
Chemical Burn: To obtain this temporary power, complete the Missile Launch Mission in Warburg.The toxins released in this strike lower the accuracy and damage resistance of all hostile targets over a considerable area of effect. You may only use this ability once.
Ranged Area of Effect: Foe -Resistance (All), -Defense
Nuclear Blast: To obtain this temporary power, complete the Missile Launch Mission in Warburg.This unleashes a devastating EMP strike over a wide area of effect, draining endurance from foes. Robotic units are especially vulnerable to this effect. You may only use this ability once.
Ranged Area of Effect: Extreme Damage over Time (Energy) Foe -Endurance, -Recovery
Hyper Phase: To obtain this temporary power, complete the Patrol 6 waypoints in Warburg mission. This power can be gained up to five times, once for each time a Warburg patrol is done. If you already have the power, it will not be replaced with a new one, nor will you gain a second copy of the power and you will lose an opportunity to gain the power. 30 minutes of use,

Arachnos Mini Blaster:The Arachnos Mini-Blaster is a miniaturized and mass produced version of the Arachnos Heavy Blaster found in Recluse's Victory.As a villain in Recluse's Victory, have 1,000 points on the zone point counter when the zone resets. You do not need to win the round in order to receive this power. 1 use - Summon Arachnos Mini Blaster

Debt Prot 50: This power is only active while player is in Rikti war zone 50% debt protection, Paragonwiki neglected how this power was gained...
Nectanebo's Curse Breaker: To obtain this power, earn Vanguard Merits in the Rikti War Zone and go to one of the Vanguard worktables in the base.Nectanebo's Curse Breaker can be used to strip the effects of the Curse of Weariness from you. It may be used 5 times before fading.
Self Remove Curse requires 50 Vanguard Merits and 5000 Inf
Vanguard Heavy Power Core: This temporary power can be purchased at a Vanguard invention table in the Rikti War Zone for 250 Vanguard Merits and 5000 Inf . You summon a Vanguard HVAS to fight along with you, once. 1 charge of Summon Vanguard HVAS
Vanguard Psionic Shield: To obtain this power, earn Vanguard Merits in the Rikti War Zone and go to one of the Vanguard worktables in the base.You gain moderate Defense against Psionic attacks and are slightly resistant to Psionic damage while this power is active. It lasts for up to 30 minutes of usage time. Requires 150 Vanguard Merits and 5000 Inf. Self +Minor Psionic Resistance
Vanguard Psi-Bomb: To obtain this power, earn Vanguard Merits in the Rikti War Zone and go to one of the Vanguard worktables in the base.The Vanguard Psi-Bomb causes an extreme amount of Psionic damage in a 25' radius from it's point of impact. The Psi-Bomb will Disorient most targets. It is particularly effective against Rikti, however, as the psionic shriek overloads their psi receptors, which can cause a great deal of confusion in their ranks. Mayhem Missions & Raid side mission powers:
Completion: Temporary powers are granted after a character's first completion of Mayhem and Safeguard Missions, if they are of the appropriate level.
Raptor Pack: succsessfully complete Atlas Park Mayhem Mission and be minimum lvl 5, 2 hours use, Toggle: Self Fly
Zero-G Pack: successfully complete Kings Row Mayhem Mission and be minimum lvl 10, 2 hour use, Toggle: Self Long Jump
Resuscitation: successfully complete Skyway City Mayhem Mission and be minimum lvl 15, If you are defeated, you may resuscitate yourself where you have fallen, rather than transport to the hospital or your base. After each use, you may not use this effect again for another hour. This effect lasts for 2 days of gameplay.48 hours in-game time and provides Self Rez, Debt Protection
Summon Teammates:It is awarded for characters that complete the Steel Canyon Mayhem Mission if they are at least level 20. This power allows you to teleport all of your teammates to your location, Zone-Range: Teleport Teammates
Movement Increase: It is awarded for characters that complete the Independence Port Mayhem Mission or Safeguard Mission if they are at least level 25.Your Running, Flight and Jumping speeds are increased slightly. This effect lasts for 3 days of gameplay. Auto: +Movement Speed
Endurance Increase:It is awarded for characters that complete the Talos Island Mayhem Mission or Safeguard Mission if they are at least level 30.Your maximum Endurance is increased slightly. This effect lasts for 3 days of gameplay. Auto: +Max Endurance
Health Increase:It is awarded for characters that complete the Brickstown Mayhem Mission or Safeguard Mission if they are at least level 35. Your maximum health is increased slightly. This effect lasts for 1 day of gameplay. Self Auto: +Max Health
Life Insurance: It is awarded for characters that complete the Founders' Falls Mayhem Mission if they are at least level 40. Any debt you incur is reduced. This effect lasts for 2 days of gameplay.
Regeneration Increase:This temporary power is awarded to villains that complete the Peregrine Island Mayhem Mission for the first time and that are at least level 45. Your regeneration rate while not in combat is increased slightly. This effect lasts for 2 days of gameplay.
Self Auto: +Regeneration
Raid Side Mission Rewards
These Temporary Powers are randomly awarded during Raid Side Missions.
Claymore: may use a sword for 30 minutes in game, Moderate Damage (Lethal), Melee, Foe -Defense
Cryonite Armor: 30 minutes of use, Self +Defense (Smashing, Lethal) +Resistance (Cold)
Cryoprojection Bracers: 30 uses, Damage(Cold/Smash), Ranged Foe: -Recharge
Electromagnetic Grenades: 30 uses, Rngd (Targeted Area of Effect)Minor Damage (Energy)
Special Damage vs. Robots
EMP Glove: 10 uses, Ranged Energy Damage, Foe: -Endurance
Flamethrower: 15 uses, Damage over Time(Fire)
Heavy Rock: 1 use, Ranged Damage(Smashing)
IR Goggles: IR Goggles greatly improve your chances to spot stealthed or invisible players. You may use this power for a total of 30 minutes usage time.
Kinetic Shield: 30 minutes, Toggle: Self: +Defense(Smashing, Lethal, Energy)
Long Bow: use this bow it has 30 arrows. Rngd. Moderate Damage(Lethal)
Med Kit: 15 uses, self heal
Plasmatic Taser: 45 uses, Cone Energy/Smashing Damage Foe Knockback
Shotgun: 15 uses, Moderate Damage(Lethal) Ranged (Cone), Foe: Knockback
Smoke Bomb: 10 uses, Ranged (Target Area of Effect), Foe: -Perception, -Accuracy
