I’m going to try a different style than just spit-balling and hoping that the guide is well organized. So this is how I will set up this guide to properly slotting enhancement slots and choosing enhancements for them.

A: Introduction –
First off, City of Villains is what you think it would be. A city (or in this case a connection of islands) inhabited by Villains instead of Heroes. All villains when you create your character begin in the tutorial map, otherwise known as ‘Outbreak’. In here you will learn the same things that you learn on Blue side, so if you have already learned how to play the game, do the tutorial anyway. The reason you should do the tutorial is quite simply because it’s an easy level to achieve.
The next stop after saving Operative Jenkins (outbreak tutorial mission) is to head to Mercy Island. Note that in villains you must choose a contact as you leave the tutorial. You can choose from Kalinda, the fortunate. Or Burke, the rogue/mercenary.
Kalinda works for Lord Recluse, and holds the list of “The Chosen Ones” which all Villains (including VEAT’s at some point) are part of. Most people tend to choose Kalinda over Burke mostly because she can offer better missions in most standpoints.
Burke is indeed a rogue. I’m honestly not sure if he stole the list of “The Chosen Ones” but all in all they get you to Port Oakes when you reach around level 10.
Now, you’ll notice that when you’re in Mercy Island you’ll see a lot of ‘Bank farm forming, room for 2 mor lolz pst or something.’ The Bank Farm (which you’ll see very much of as you level up) is the first mission offered by Mongoose. The reason that a lot of people pick Kalinda by the way is because she offers Mongoose, hence the popularity.
Now, the bank farm is what I and a lot of experienced players use to get to level 10. It consists of rogue isle police agents (RIP) and in one day can get you from level 5 to level 10, as long as you have a reliable team and are careful not to end the mission.
1: Basic Introduction of Archtypes –
Now that you understand what to do after you make your character, you first need to know the background of the character, how it works, and what you can use it for.
Alpha: How they are set up; Advantages / Disadvantages
I: Masterminds – The Mastermind is a unique archtype to be sure. It is the only archtype that actually allows you to manipulate your pets via commands. Be sure that with a steady hand, good judgment, and proper utilization of tactics, nothing will be able to stop you. However a mastermind requires an experienced player with some background of how to use binds. Masterminds are not for everybody.
I’m not going to spend a lot of time on this so here’s some basic binding information to know:

They all mean what they sound like. If you’re confused, then clicky.
With a good knowledge of how to use the binds and a proper and easy way to integrate them onto your keyboard, being a mastermind should be easy. However it’s a smart choice to focus primarily on your secondary powers because they are the things that really keep you and your minions alive. Remember, your minions keep you alive, and you keep them alive. If one fails, so must the other.
II: Stalkers – Stalkers are masters of deception and stealth. All stalkers are forced to choose Hide at character creation, and can critical hit when you are hidden. They can lurk around every corner of every building undetected, and when used properly can be deadly. However there is a catch, see when stalkers attack, they are revealed offering an opportunity to be taken down. In addition to being revealed, they have average squishy hp, meaning that unless your defenses or resistances are adequate, you can be taken down very quickly.
III: Corruptors – These little devils will force you to your knees begging for mercy. With the combined forces of ranged powers and incredibly powerful debuffs, they can become weapons that easily wipes out mobs. However Corruptors are not invincible, while they forcibly subject their victims to cruel means of debuffing and attacks, they are very flimsy, and without proper utilization of your powers, you will find yourself frustrated when you eat dirt over, and over, and over.
IV: Dominators – Dominators are probably, next to the mastermind, one of the archtypes that make you feel like all the power in the world is yours. Dominators very easily hold down numerous opponents, forcing them to see horrible images or to make them believe that their friends are suddenly wearing prada clothing with lipstick and feel the urge to shoot them until they’re sure the prada wearing demons are dead. However there is a limit to a Dominator’s power, endurance. Even though dominators have such powerful control powers, they are limited by their endurance, thus they must work their entire build around energy efficiency. In the end, the horrible nightmares and bursts of flame or toxic spines are enough to take out a mob quickly enough that you don’t waste too much endurance.
V: Brutes – Many people (like me) commonly mistake brutes as tanks. Let me make this clear, THEY ARE NOT, AND NEVER WILL BE TANKS. They have a lower hp and very flimsy defenses. However Brutes do have the tendency to get angry, and if they are angry it’s best to get out of their way, because by the time you pull out your gun there will be a concrete mallet where your head used to be. Speediness is vital in brutes, if you can’t kill them, they’ll kill you.
Beta: How Villains Compare to Heroes
This is mostly pertaining to people that have plans of PvPing with villains. Let me make it clear, that statistically (wherever those statistics may be) Villain suck compared to Heroes. Heroes are built to work together moreso than villains, as well as being structured to support themselves.
However archtypes such as stalkers are very good at hit and run, especially when using assassin strike. Masterminds are very good at standing their ground, and being gathering points of erratic villains. Brutes are very good in PvP, especially when the heroes are standing still, which is never. The best thing you can do is knockback a hero and try to beat the crap out of them before they run away. Dominators are definitely very good, but only if your holds can be stacked easily. Most people have resistance to status effect, even fear nowadays. Corruptors are very good at debuffing and killing heroes, and can have a neutral build in many cases that can easily switch between PvP and PvE. But if a group of heroes runs to rescue the corruptor’s prey, the hunter becomes the hunted.
Gamma: Team, Solo, or PvP?
Masterminds – Masterminds tend to do very good in solo and team situations, but typically you’ll only see a mastermind PvP in Recluse’s Victory, where they can utilize all of their powers and tactics.
Stalkers – Stalkers are very good team players if they’re fast fighters, but in most cases end up becoming PvPers
Corruptors – As mentioned above, Corruptors are all around good. They can Solo easily if built correctly, support teams very well, and can dominate in PvP 1v1. Even against tanks.
Dominators – Typically you’ll see a lot of dominators teaming, sometimes solo. But most of the PvP Dominators that you’ll see are Mind doms.
Brutes – I know from experience that brutes can solo a relentless mission, and can do even better in teams. The same for PvP but are very limited they their short range attacks.
B: Making Your Choice – Now that you know almost all about the archtypes, it’s time that you learn about each set and their powers. I highly recommend getting Mid's Hero Designer, as it has very accurate stats about all of the powers in the game. Nonetheless, I was going to list all of the things that you need to know about the powers below, but that would be too easy. What I suggest is clicking the link above that leads to Mid’s Hero Designer, and get used to it. It even has a panda to keep you company.
