Theres a contact in Cap Au Diable, Operative Wellman, who gives several missions to strike Paragon City including returning to the Zig, a second Destroy Statue mission (thats not the costume one) and running around Boomtown hampering rebuilding efforts. The Steel Canyon entrance can be seen on the Boomtown map. =)
