I've started burning (wasting) temp powers immediately after receiving them. They miss as much as unslotted attacks and usually do less damage too. This one has a very cool graphic animation though.

I usually just keep them and never use them...they look cool when you "brandish" the weapon for screenshots, but that's about it. :) The only REALLY useful ones are the summons.
