Fist off welcome to the site!
Second, screenshots can be taken in game by pressing the print screen key. Saved screenshots can be located in the screen shot section of your CoH folder (Local disk->Program files -> city of heroes -> screenshots) select the one you want then send it to your paint program. Edit what you want then save once done up load it to your profile and set it as an avatar (can be found in account images).
hope that helped.

Well, first of all to take an in-game screenshot all you need to do is press the "Print Screen" (also known as the "Sys Rq") button on your keyboard. This button is usally found on the upper right side of your keyboard next to the "Scroll Lock" and "Pause/Break" keys. This will save a clean (no GUI) screenshot to your "City of Heroes\Screenshots" directory on your hard drive. If you wish to have a screenshot with all the bells and whistles added; like your Graphical User Interface first use the slash command; /screenshotui 1. This will save a Total Screenshot of everything you see on your screen while in-game.
Now, as far as the avatars on this site. The Powers That Be would like you to limit the size of your avatar to 100x100 pixels. If you have a decent graphics editting program you can take your screenshot and "crop" the area you would like as your avatar (usually your character's headshot), and either make it 100x100 pixels as is or "resize" a larger cropping to the requisite size. I personally use a little proggie called FastStone Image Viewer for this as it is not as deep a program as Photoshop, and I can edit an avatar in just a couple of minutes.
:Edit: Man, KLaw, you are fast. I wrote this up and "bam" you already beat me to the punch. LOL, I must be getting old.
