To form SG: L10
go to rep in the Tallll building in port Oakes near the marcone marker.
To make base: L10
Get permit from same rep for SG. then go to the base portal (green P marker on map) click in and then create
Extra costumes: L20
go to the store in SW Cap Au Diable (it is only labeled store on map). the contacts are a little ways in the building. the 2nd costume is defeat 30 freaks
Cape: L20
talk to kalinda, she will send you to Lorenz Ansaldo in sharkhead isle. he sends you on a dfeat all mish.. from there you go to a bout to Paragon city. yo have to earn the right to wear a cape by stealing one from a hero.you also have to destroy a statue. once you destroy statue waves come. hero is in final wave.
call in and your cape is unlocked

The cape thing kinda annoys me. Is there at least a storyline reason that we can't get capes at start-up? I mean, in CoH it's because of the whole "Hero 1 sacrificed himself, so out of respect, we're not wearing capes" thing, what's the reason in CoV?

i did see soemthing interesting the other day, a girl had a long striped scarf, i asked her if it was a cape option, and she said yes, that there were soem new capes.
i might would make a tribute to my fav dr who, tom baker lol. that is if men get the scarf too. and the lab coat isnt a trench but close enough.
i see where there going with that, its the same as coh, and it gives u something to work toward. but same reasoning, u have to steal one. well if u know the secret identity of a hero jsut have a mish where u break into their apartment and steal their cape while they are not wearing it, or go steal one from serge lol. i think i could handle serge even at low lvl.
