Everything on this list is exactly right, but for some of us Villains it will be out of order. The order you see here is the correct way but some of us will get the mission "Stop Biopulse from Joining Longbow" first and get the "Kidnap homeless from warehouse" last. Atleast, that is what happened while I was playing with my villain, Hemlock. On another villain, I have even got "Rescue Arachnos Informant" first and gotten "Stop Biopulse from joining Longbow" last.
So, I highly believe that is a bug because reading what all Doctor Creed has to say just doesn't fit with what's going on with his story if you have that bug. Some of you will never encounter this and get all the correct missions in order but for those who do get it then don't worry. You're not the only one.
I posted that a long time ago. Seems it's not really a bug after all, it's just the way the game does it. If you're really into the story of your contacts then you can always read the Souvenir after you complete them given the fact that you don't out-level them.
Oh, also I'm testing out this color code so if you see tags in this comment then that means it didn't work. Oh well. But if not then yay!
