So far, the order that I received these mishes is:
1. Plant 5 bombs in arachnos base
2. Discipline Cirle of Thorns
3. Destroy altar and guardians

You Have to do a few missions for Peter Themari first, then he will introduce you to this contact

You just have to have peter as a contact, once you hit 15 he will offer willie as a contact
