Well this is sortof a bio for my toon Arbiter Darkwind, who i had to delete when i merged my 2 acounts. i plan to remake him later on.

The lady on the news called him “Public Enemy Number One”. The men at the government head called him “the Arbiter”. He calls himself “Darkwind” because, in his own words, “he spreads darkness as quick as the wind”. Why? What is it that calls this man to do such horrible things? Is it because he can? Or is it because he is paid to do so? But who pays him? Why do the men in the government only call him “the Arbiter” when no news reporters are around? This is his story. This is what happened.
Lets say that this “Arbiter” went rogue during a government program, a special forces program. That’s what the officials say. You see, the Federation of Acheron was founded on the ashes of an old nation about fifty years ago. They learned that what the public didn’t know was what would lead them to become the last superpower in the world. In that previous nation, what the people found out inevitably destroyed it. The Potentate, who is “elected” every five years isn’t necessarily “elected”.
The Federation’s leading psychologists are forced to pick the next “candidates” during the Potentate’s term. These candidates are selected from a range of young men who had, disturbing childhoods. Next the “council” narrows their picks down to the more witty of the group. Each candidate is evaluated after a certain test is taken. Next the remaining candidates are told the truth. At that point each candidate is either “re-evaluated” or sent on to the election. The government releases whatever propaganda to sway the peoples liking to one candidate over another. This candidate wins every time, even if more votes are in favor of the lesser man.
Re-evaluation has two steps. These leading psychologists convinced the old candidates that whatever they were told was a lie. If a candidate does not believe this, he is killed immediately. This Potentate has all of the “power”, if you asked a civilian, but if you asked a “council” member he is only a puppet.
After the Potentate’s five year term is up, he is voted on by the current “council” members if he will be ”re-evaluated” or become the newest member of the “council”. A member is kicked out of the “council” if he commits some act of treason or becomes too old. In the case of old age, he only leaves the council with his death, taking many secrets to the grave with him. If he commits treason, the Arbiter kills him.
The Arbiter is nothing but a scapegoat. He uses scare tactics and a ruthless gang of young thugs to do what he needs to. None of these thugs have ever survived an operation, another of the ways the Federation keeps crime down. The “council” is the Federation, without the Federation, Acheron would be nothing. Darkwind himself is the brunt of Acheron’s funds. They give him jobs, he does them. Acheron doesn’t have any official taxes, but Darkwind is there unofficial tax collector. For instance if the Federation is low on funds, Darkwind robs a bank.
Darkwind is a menacing figure, about 5’11’’. He wears a black hat on backwards, a surgeon’s mask over his face. He wears regular brown pants, and an unbuttoned black jacket. Under the jacket is a white t-shirt, with a design of his own on it. He leaves this design everywhere that he has been, just to mark that Darkwind has been here. Under each sleeve is a high-powered bullpup machine gun. He keeps extra ammunition under his jacket, wear no one can see. He also has a couple of explosives, disguised to look like he is making explosions himself. His combat boots were specifically designed by the Federation, a fact that strangely none of the detectives have picked up on even thought the same boots are worn by all of Acheron’s soldiers. In his eyes are contacts lenses that make his eyes glow. All of this combined to enough to frighten any civilian, making his job much easier.

If you've gotten this far thanks for reading it. i'd like to think of this as a "pilot" like in TV shows. if ppl like it im going to write more, eventually enough to try to get a book published. my parents and teachers have always told me i have a good imagination and i am a good writer. So PLEASE post your opinion.
